The office that prepares the budget is the Office of Management and Budget (OMB). Actually, this offfice prepares the budget together with the president, and the president will later submit the budget to the congress for approval.
It does not however prepare the budget "for" the executive office. Instead, it forms a part of the Executive Office of the President.
