Well Gaius Marius was a military man, and he used his new position to persuade the comitia tributa to elect him the new commander of the forces in Africa, which showed how little he cared for "proper procedure". I believe Rome before this point was very meticulous and proper in their affairs, and Marius disregard for that foreshadows a change towards a more "relaxed" government.
