The state of matter is determined by the arrangement of the molecules that make up the substance and how they move/interact. In a solid, the molecules can move very little and can only vibrate in place. In liquids, they can slide over each other. In gases, they are very far apart from one another and bounce against each other or a container that they are being held in.
