the chemical reaction between NaOH and HNO3 is 
NaOH + HNO3 
⇒NaNO3+H2O..
there is an increase in Ph because NaOH gives OH which increase the pH in product formed..
HNO3 is acidic , but NaNO3 is neutral here because Naoh increases the ph and makes it neutral .. N03 is the conjugate base of HNO3..
