A = (4, 0)

Parallel function has to have the same parameter, so:
a = ¾

y = ¾x + b

0 = ¾ * 4 + b
0 = 3 + b
b = -3

y = ¾x - 3

This function  has y-intercept in (0,-3) and x-intercept in (4,0).
