Distribute the 2 to both 3x and -1. You get 4 + 6x - 2 + 9. Now, move the 6x to the front to get 6x + 4 - 2 + 9. Simplify from left to right, and you get 6x + 2 + 9 and then 6x + 11. The answer is B.
