When you round to the nearest 10 thousand. Find the number in the 10 thousand place, that would be the  6 in this case, now look at the number to the right of it, if that number is 5 or higher, then your 67,000 becomes 70,000.

If the number to the right of place value is lower than 5 then it would have been rounded to 60,000.
