The Wade-Davis Bill called for the majority of the citizens in each state seeking re-admittance into the union to take the "ironclad oath" which would state that they had never previously supported the Confederacy. President Lincoln pocket vetoed this plan and supported the Ten Percent Plan which called on ten percent of the electorate in the Southern states to declare allegiance to the Union before they could be readmitted.
