Potential Energy = mgh.

1st:   m = 2kg.  PE  = 2* 9.8 * 10 = 196 J.

2nd  m = 4 kg.  PE = 4* 9.8* 10 = 392 J.

Hence the second ball, has more potential energy, because it had the greater mass.
