Mr Perry shares 21 biscuits between 2 people (but not an equal share) . . . he shares them at a ratio of 1:6 . . . which means for every 1 handed out to the first person, the second person gets 6 (for a total of 1 + 6 = 7 biscuits handed out in the first round) . . . divide 21 by 7 to determine there are 3 rounds of sharing . . .

(21 biscuits)/(7 biscuits per round) = 3 rounds of sharing

Multiply rounds of sharing  by ratio of sharing:
3:3 * 1:6 = 3:18

Check by adding up the total:
3 + 18 = 21
