It is a tough question, but when country increases food supplies, then people are more willing to reproduce. Creating new workplaces also help with increasing population.
One way to decrease population would be to reduce taxes for those who have less than a certain number of offspring. Another way to decrease population would be to make people pay if they have more than a certain number of children (like in China).
